CERT was developed by the Los Angles Fire
Department to teach people to safely care for themselves, their
families and communities during major earthquakes. The CERT
program was based on the assumption that, following a major
disaster, first response organizations will be overwhelmed or
unable to respond due to communication or transportation
difficulties. |
